2012 Camaro won't crank - EVO GMT1 stand alone

EVO-GMT1 with V2 T harness.  programmed fine.  performed decryption with flashlink (firmware 4.05).  3x lock will cycle ignition, but no crank.  then unlocks doors, and locks them again - seems to be trying to crank again.  will do this a few times, then stop.  any thoughts?
