why will my Dodge Caravan not start?

I recently purchased EVO-CHRT4 for my 2011 Grand Caravan. Unit programmed but will not do anything except beep horn when i hit lock x3. Blue light flashes on unit. What could be the issue?

Can you provide the service number written on your module please ?
