EVO-ALL red LED on continuously and can’t reset.

EVO-ALL sn 001A07 707397 is not getting past step 5 of decryptor programming (pg 6/12 guide 62591). After waiting some time I turned off the ignition and unplugged cables from the Evo-All to attempt another programming cycle but the red LED illuminated and won't go out. I attempted master I even installed firmware .99 and then attempted reset again and no change. Can some one shed some light?
